4.23.4 OBJECTIVES (cont’d)
(b) to encourage the development and use of Harbour areas for public access and enjoyment, and for tourist commercial and marine service purposes;
(c) to ensure that an appropriate balance is maintained between the reservation of Harbour areas for public recreation and leisure purposes available to urban area residents, and the allocation of Harbour areas and facilities for use by the tourism sector;
(d) to ensure that Harbour area functions are compatible with adjacent land and water areas;
(e) to ensure that any construction of buildings or structures in Harbour areas is compatible with adjacent development in terms of mass, scale, and design;
(f) to recognize the functional differentiation and specialization of the individual Harbour areas, to encourage growth and development which is in keeping with the individual functional themes, and to discourage the establishment of uses which are not appropriate to the role of individual Harbour areas;
(g) to recognize the role of the Water Areas policies of this Plan, and ensure that regard is had to the Water Areas policies in determining and implementing policies for the use and development of Harbour areas;
(h) to ensure that an adequate land base is reserved for the establishment, growth and development of Harbour area uses;
(i) to recognize the need for, and encourage the development of, diversified marine service capabilities as part of the integrated harbour concept;
(j) to encourage the development of a viable multi-functional harbour system serving recreation, transportation, tourism, and marine service requirements;
(k) to encourage the maintenance and improvement of on-shore facilities with respect to both marine function and harbour aesthetics;
