4.23.1 GENERAL STATEMENT (cont’d)

When considered in aggregate, the Harbour concept constitutes an integrated system of uses, facilities, and structures which warrants a general policy approach. Diversity within this system further warrants a specific policy approach for each harbour area.

In view of the functional integration of land and water-based activities within harbour areas, the use and development of harbour areas shall be governed by the policies of this Section and the Water Areas policies of Section 4.21.

4.23.2 PERMITTED USES

 

(a) MAIN PERMITTED USES

The permitted Harbour uses include functional harbour activities such as multiple-occupancy transient and seasonal docking facilities, marinas, marine service and mooring facilities, marine salvage and repair uses, drydocks, shore facilities for marine commercial transportation and tourist services, fuel supply and effluent transfer facilities, public marine transportation shore facilities including ancillary vehicle storage areas, yacht clubs, and instructional and interpretative facilities including sailing schools and marine museums. The permitted Harbour uses also include marine supplies retail establishments, marine provisioners and chandlers, boat and marine products display and retail establishments, and restaurants and taverns.

 

(b) COMPLEMENTARY USES

The permitted complementary Harbour uses include functions which are supportive of or ancillary to the main permitted uses including visitor reception facilities, harbour administration offices, information and interpretation facilities, and ticket and toll booths.

4.23.3 PROHIBITED USES

Prohibited uses in Harbour areas include residential, commercial, and industrial uses which are not tourism or marine-related and are otherwise permitted in other land use designations.

4.23.4 OBJECTIVES

It is the intent of this Plan with respect to Harbour areas:

 

(a) to protect and maintain the role of Harbour areas as significant venues for waterrelated recreation and leisure activities, and tourist commercial enterprise;
