(i) expansion, relocation, and establishment of water activity areas in close proxinuty to wetland areas, or which would adversely affect the ecological balance of wetland areas, shall be discouraged;
(j) the use of Water Activity Areas shall be regulated by the City in accordance with the standards and requirements of the Health Unit.

4.22.6 AMENDMENT POLICIES
(a) Establishment of new Water Activity Areas shall require an appropriate amendment to this Plan to be considered in accordance with the relevant amendment policies of this Plan and the specific policies of Section 4.21 dealing with Water Areas.
(b) Any proposed amendment to this Plan to establish a new Water Activity Area adjacent to a Wetlands area shall be supported by an environmental statement to identify potential impacts on the wetland ecology, any mitigation measures intended to address such impacts, and any protective measures to be used during any construction of facilities or structures to minimize such conditions as erosion, siltation, turbidity, and accidental materials discharge.
(c) The environmental statement noted in (b) above shall be submitted to the Cataraqui Region Conservation Authority and any other appropriate senior government agencies and the City for approval prior to approval of any Official Plan amendment.

4.23 HARBOUR
4.23.1 GENERAL STATEMENT
The areas designated as Harbour on Schedule ‘B’ to this Plan include both land base and water areas which are committed to active water-oriented uses whose ongoing operation requires a complementary land base and supporting or ancillary buildings or structures.
The City’s Harbour areas are distributed among several locations, and can be differentiated on the basis of functional orientation or specialization and the attributes of the adjacent land and water areas.
The City’s harbour areas have historically functioned as a base for the extensive marine commercial activities which have been an important factor in the growth and development of the local economy. In the contemporary setting the Harbour areas are recognized for their significant contribution to recreation and leisure opportunities, and to regional tourism.
