After reviewing these two documents recently released by the City
There appear to be a number of items that don't seem to have been included in the final costs of the KRSEC. Here are some of these items:
1) Sound barrier system
Since the final system has yet to be determined, final costs can't be known yet.
2) Sidewalks
There have been some casual remarks in previous reports that sidewalks will require upgrading within a few blocks of the site. Sidewalk widths/conditions would exceed the normal sidewalk provisions under the Downtown Action Plan.
3) Post-event traffic control
There will be issues in three areas at least - a) controlling crowds navigating streets and intersections, b) directing traffic at key intersections, and c) assisting traffic exiting from lots/garages
4) Illumination
It would seem obvious that a greater amount of street and intersection illumination would be required in the immediate vicinity of the KRSEC beyond normal requirements.
5) Traffic management at garages/lots
It has been indicated that some form of wayfinding signs be developed to create some form of communication for motorists to find empty parking spaces.
Also, staffing of each parking area, and provision of security for each parking area will be an ongoing expense.
Further, it may be necessary to provide guidance and security at newly-created parking facilities outside the downtown area.
6) Winter road and sidewalk maintenance
It will be a priority to remove snow quickly from streets and sidewalks in the vicinity of the KRSEC, including salting and sanding operations.
7) Provision for bicycles
It will be necessary to provide for a bicycle parking area, with bicycle racks and preferably partially enclosed and sheltered from the elements.
8) Public Transit
Public transit will require revamping to accommodate getting people to and from KRSEC events to all parts of the city.
9) Traffic monitoring and implementation of improvements
Traffic will require monitoring throughout the downtown, and corrective measures, such as removing parking and creating turning lanes, traffic signal adjustments, etc., may be necessary.
10) City Hall administration
Traffic flow and parking needs may require additional administration staff, time, studies, etc.
11) Additionally
What of course is omitted here are the untold costs to downtown restaurants, pubs, etc. that will be impacted by scarcer evening parking, competition of the food and beverage dollars by the KRSEC, and generally diminished disposable income of citizens.
